How to avoid corrupt activities by promoting faster coordination of documentation for the construction of a private house?

  • In the past, in order to start the construction of a private house, you had to go to a lot of different institutions – you had to contact the building authority in person, you had to get approvals from the owners of communication networks and others. Often success in project development depended on “personal connections”. From January 1, 2020, all construction documentation circulation is organized only electronically – in the Construction Information System (BIS) managed by the State Construction Control Bureau www.bis.gov.lv.
  • BIS is like an electronic “bookshelf” in which processes take place remotely and are maximally automated – the applicant opens BIS on his computer or smart device, authorizes himself there and prepares the necessary documents – submissions, authorizations and others. The system has more than 50 construction and nearly 20 registry services and is integrated with 20 information systems or their components.
  • The entire circulation of documentation in BIS is very “transparent” and everyone involved in the process can see at what stage of construction the specific project is. This significantly reduces the need for face-to-face communication, prevents the risks of corruption and facilitates faster documentation arrangement, thus contributing to the long-term development of the country.
